I am desired by Lord Ripon to ask you to be kind enough to favour him with your opinion as to whether importance is attached by scientific men to the

observatory at Hong Kong.

A rdeuction in the cost of the observatory

has been suggested, as to which his Lordship would not wish to come to any decision without the fullest information, and he would be particularly obliged to you for an expression of your view with regard to the general scientific value of the observatory, apart from any local advantage it may possess.

You may recollect that a new Chief Assistant was appointed to the observatory in 1891 on your nomination, and the letter from this office of the 20th January 1891 enclosed a copy of a report of a commission of Enquiry, owing to which this increase to the staff was carried out.
